Interesting questions .... I know it is rude and I try to be really careful not to stare, but I do. I love people watching. I study features, even steal their characters for future writing projects. But yes, it's rude. I hate to be stared at. When I know I have made someone feel uncomfortalbe I try to let them know why I was staring... lovely face, cool dress style, etc.
